The Biden administration has sent letters to 16 states’ governors, urging them to invest more money in historically Black colleges and universities (HBCUs). The letters, sent by Education Secretary Miguel Cardona and Agriculture Secretary Thomas Vilsack, cite data from the National Center for Education Statistics and suggest that the gap in funding could have supported infrastructure and student services, better positioned the universities to compete for research grants, and made HBCUs stronger and better positioned to serve students, the state, and the nation.

The letters highlight the long-standing underfunding of HBCUs, with the gap between majority-Black and majority-white land-grant institutions ranging from about $1 to $2 billion in Florida, Louisiana, Tennessee, Texas, and North Carolina.
